You build a WhatsApp Flow, press publish, and Meta returns Integrity requirements not met. The wording suggests you wrote something wrong. You almost certainly did not.

What it actually means

In nearly every case: the Meta business behind your WhatsApp Business Account has not completed business verification.

That is it. The flow is fine. The error is about who you are, not what you built.

Meta's phrasing is unhelpful because integrity sounds like a content judgement, so businesses respond by rewriting the flow repeatedly, which changes nothing.

How to clear it

  1. Open Meta Business Manager and find Business Verification under Security Centre.
  2. Submit your documents. In India this is usually your GST certificate or incorporation certificate, plus proof of address.
  3. Make sure the business name, address and phone on the Meta account exactly match the documents. Mismatch is the single most common rejection.
  4. Wait, typically a few days.
  5. Publish the flow again. No changes to the flow are needed.

Why this catches so many businesses

Because everything else works without it. You connect a number, send messages, run broadcasts and build chatbots, all unverified. Flows are the first feature that requires it, so businesses hit the wall months after onboarding, usually in the middle of building something they needed by Friday.

Verification is worth doing on day one for its own sake: it raises your messaging limits, which matters long before flows do.

While you wait

Most of what people build flows for can be done another way meanwhile. A multi-step chatbot can ask the same questions one at a time and write the answers onto the contact. It is a worse experience than a proper form for anything longer than three or four fields, but it works today, and the flow can replace it later without rebuilding your automations.

Other causes, much rarer

If verification is genuinely complete and the error persists, check the account quality rating and whether there is an open policy violation against the WhatsApp Business Account. Both are visible in Business Manager, and both block publishing for the same stated reason.
